BIOGRAPHICAL PROFILE


  Shri Raj Kumar was born on 25th March 1971 into a distinguished family with a long-standing tradition of law, justice, public service and social commitment. He is the son of Late Justice Prem Shankar Sahay (Retd.), former Judge of the Patna High Court (1976–1986) and the great-grandson of Late Rai Bahadur Shiv Shankar Sahay, an eminent Pleader, Member of the Central Imperial Legislative Council and the first Chairman of the Bihar State Co-operative Bank. His grandfather, Late Akhileshwari Sahay, was a dedicated social worker and a Member of the Legislative Council, Patna, Bihar.

EDUCATION


  He received his schooling from Notre Dame Academy, Patna, completed his Matriculation from St. Michael’s High School, Patna and pursued Intermediate in Commerce from Central School, Kankarbagh, Patna. He graduated with B.A. (History Honours) from the University of Delhi and obtained his LL.B. from D.A.V. Law College, Kanpur University, in 1997.

LEGAL CAREER


  He commenced his legal career as a Trainee Advocate at the Patna High Court on 21st October 1997 and was enrolled as an Advocate on 5th November 1998. During his legal practice, he dealt with matters relating to Criminal Law, Writ Jurisdiction, Service Jurisprudence, Land Acquisition, Matrimonial Disputes, Pendente Lite Maintenance and Child Custody, Second Appeal, Civil Revisions and Contempt Proceedings and also served as an Amicus Curiae in Criminal Appeals.

  From 2011 to 2019, he served as Retainer Counsel for Bharat Wagon Engineering Co. Ltd. before the Patna High Court and monitored the matters before the Debt Recovery Tribunal, Labour Court and Civil Courts, Patna. His professional engagements included Public Interest Litigations concerning unlawful encroachment and enforcement of the Bihar Police Act, the Champa Biswas Case, Death Reference proceedings. He has associated himself with a large number of pro bono matters.

JUDICIAL & INSTITUTIONAL CONTRIBUTIONS


  He was nominated as a Member of the Lok Adalat Bench in 2016, 2017 and 2022 and contributed to the Centenary Celebrations of the Patna High Court, including ceremonial arrangements and the reception of distinguished dignitaries from the High Court and the Supreme Court of India. He was appointed as a Judge of the Patna High Court on 15th June 2026.

SOCIAL & SPIRITUAL ENGAGEMENT



  He has been associated with Sri Sathya Sai Seva Samiti for over two decades and served as Convener for one term. He has also held various positions in the Lions Club of Patna, including Secretary, Vice President and President during 2015-2017 and subsequently served as District Chairperson, Member of the Global Action Team, Zone Chairperson and Region Chairperson in the District Cabinet 322E.

  He is a Life Member of ISKCON, a Permanent Member of Bankipore Club and a member of the Automobile Association of Eastern India and Pet’s Society. He has also been associated with the Advocate Association and Bar Association, Patna High Court. He is a staunch devotee of Sai Baba.

INTERESTS & GUIDING VALUES


  His interests include writing short stories, reading spiritual literature, listening to classical and devotional music, appreciating diverse forms of art and astrology. He is also an astrologer. Guided by the ideal “Service to Man is Service to God,” he remains committed to the values of justice, integrity, compassion and service to society. His guiding objective is to fulfill the three fundamental debts of human existence-Debt to God, Debt to Saints and Sages, and Debt to Parents.

FAMILY BACKGROUND


  Father — Late Justice Prem Shankar Sahay (Retd.)
  Late Justice Prem Shankar Sahay (Retd.) was a distinguished Advocate of the Patna High Court and the Supreme Court of India. He was appointed the youngest Honorary Magistrate at the age of 23, was elevated as Senior Advocate in 1972, served as Judge of the Patna High Court from 1976 to 1986 and subsequently as Presiding Judge of the Industrial Tribunal, Patna. He also served as Chairman of the Oil Selection Board (West Zone), India and Director of LIC, appointed by the President of India. He was associated with Mahavir Mandir, Mahavir Arogya Sansthan and Mahavir Cancer Sansthan as a Chairman and played a vital role in judicial and social sphere. He was also President of Retired Judges Association.

  Mother — Late Smt. Bina Sahay
  Late Smt. Bina Sahay was a homemaker and held an M.A. in History and Philosophy and a B.Ed. degree and was a member of Bihar Council of Women worked with All India Radio, Lucknow and was a great artist, singer/painter.

  Great-Grandfather — Late Rai Bahadur Shiv Shankar Sahay
  Late Rai Bahadur Shiv Shankar Sahay was an eminent Pleader, Member of the Central Imperial Legislative Council and the first Chairman of the Bihar State Co-operative Bank and Companion of Indian Empire [C.I.E.]

  Grandfather — Late Akhileshwari Sahay
  Late Akhileshwari Sahay was a dedicated social worker and served as a Member of the Legislative Council, Patna, Bihar.

  Wife — Smt. Chandana Sahay
  Smt. Chandana Sahay is a graduate in Sociology (Honours) from Lady Brabourne College, Calcutta. She has worked as an Anchor with Doordarshan and is actively associated with social service. She has held various leadership positions in the Lions Club of Patna (District 322E) and, is presently the President of Bihar Council of Women, which is 85 years old organization. She takes particular interest in teaching underprivileged children and promotes social cause.

  Son — Chaitanya Jyoti Sahay
  Chaitanya Jyoti Sahay completed his Law degree from Symbiosis Law School, Nagpur and is a sportsman/athlete.
