The Bihar State Legal Services Authority has constituted the DLSAs in all the 37 Districts. The duties of the District Legal Services Authorities are to organize Lok Adalat within the district; encourage the settlement of disputes by way of negotiation arbitration, conciliation and mediation; to hold legal literacy camps to promote legal awareness in the people, specially the Women and Weaker Section of the Society; publish/ distribute pamphlets, booklets and other newsletters for legal awareness and produce video/documentary films, publicity materials, literature and publication to inform the general public about the various aspects of the legal services programmes; arrange Seminar and workshops to that effect; take appropriate measures for spreading legal literacy and Legal Awareness amongst the people in particular to educate Weaker Section of the society about their rights, benefits and privileges guaranteed by the constitution and by social welfare Legislation and other enactments as well as administrative programmes and measures; make special efforts to enlist the support of NGO’s working at grassroot level particularly among the SC and ST, women, rural and urban labour segment and also to perform such functions conferred on or assigned to the DLSA under the Act. The District Authority is under the direct supervisions of the District Judge who acts as an ex-officio Chairman and Sub Judge-III in seniority in Headquarter of Judgeship as full time Secretary of District Legal Services Authorities.

Sub-Divisional Legal Services Committee perform such functions as conferred under the Act, The Commitee is under the direct supervision of the Senior Most Judicial officers of the Sub-Division who acts as per direction of the Chairman of the DLSA.
